NETBATTLES!
I, as the Dark Overlord, have recently gotten involved in a NETBattle. And I have realized that it needs to be structured. SO! here are the rules.
The Referee: Each NETBattle must have a Ref to prevent cheating. This person keeps track of chips and selects the chips a person will receive next in their custom screen, selecting from the unused ships in their Chip Library.
The Battlefield: Consisting of two groups of three squares, one group red, the other blue. Divided up like so:

[r7][r8][r9][b7][b8][b9]
With the exception of chip effects, opponents cannot step into each other’s area. Players may move once per post to any adjacent panel, unless they are judged to possess TeleShoe, in which case they may move to any panel.
Flinch: A Flinch occurs when a player takes 50 or more damage from a single attack, or is hit by an attack caused by a time stopping chip. If you have Flinched you must choose to either activate a chip or move. You cannot do both, though you may choose to attack with your non chip weapon if you choose to move.
Non-Chip attacks: A non-Chip attack is any attack that doesn't involve the activation of a Chip. Character may only have two nCa's: a standard attack, and a "charge" attack. For more information, download any Megaman Battle Network game off of www.coolrom.com.
A standard nCa consists of a single projectile attack. You may fire either one or three. if you fire only one, it hits automatically (as long as you are in the same row), causing 10 damage. If you fire three, the opponents is allowed a chance to dodge any or all. If they choose not to, it causes 30 damage, or 10 damage per shot.
Chips: To use chips open the Custom screen. The custom screen is a menu that allows you to use chips, activate Souls, or BeastOut at need. Normally, only one chip can be selected at a time. However, if you have two or more of the same type of chip, two or more of the same letter, or * marked chips, you may select more.
Example: A Sword + S Sword; B Cannon + B Bomb; X AirShot + * Heal50
You if you use an asterisk (*) chip and a letter chip, then you cannot use a chip with a different letter from the original letter chip, even if that chip is of the same type as the letter chip. In other words, you can combine letters, or you can combine chip types, but you cannot combine both.
If you select chips, you do not have to tell your opponent what you have. You only need to tell the Referee.
Chips use to attack come in two basic subtypes: Those that freeze time, and those that don’t. Chips that freeze time allow a slight amount of GodModing to take place, meaning that they cannot be dodged. An example is an AreaGrab chip, which steal the innermost edge of your opponents field. Say your opponent is in the blue field, and you use AreaGrab: if your opponents is on any of the following panels (b1, b4, or b7) they take 40 damage automatically, and they flinch. (However, you are unable to steal the panel they were on.)
ComboPlus: A combination attack using three chips at once. Hugely powerful and exceedingly rare. Example: A Cannon + B Cannon + C Cannon = CannPlus, a 200 attack chip. Can only be used when you get a three series of the same chip, series being defined as consecutive letters. ABC, DEF, STU, XYZ, etc.
DarkChips: Though they function in the same basic manner as regular Chips, Dark Chips cause a slow addiction, as well as a reduction in total HP. They are all * chips, but cannot be combined with regular chips. Using DarkChips also causes bugs in a character to make it difficult for them to battle. Darkchips appear when a character is mortally afraid. When used correctly, these chips offer a powerful attack. When used incorrectly, they will eventually kill the character. They are only given when the ref thinks they should.
Chip Library: You may have up to 30 chips in your library. You may have only 5 Mega Chips and only one Giga Chip.
Panel changes: A panel may change, based on environment or chip effects. These are the basic panels.
Panel: No change. A standard blank panel
CrakPanl: A panel that is cracked. Standing on the panel will break it.
BrokPanl: A broken panel. Characters without an AirShoe or FlotShoe cannot stand here.
StelPanl: A panel made out of steel. Cannot be broken, or changed in any way.
GrasPanl: A panel with grass on it. Heals Wood-based Characters and Viruses.
LavaPanl: A panel with liquid magma. When stepped on without a FlotShoe, causes 50 damage, and vanishes. If Wood-based Characters and Viruses step on it, it causes 100 damage.
IcePanel: A panel covered in ice. Characters without a FlotShoe stepping on this panel skate across it to the next panel in the same direction they were moving.
SandPanl: A panel with a Sand Pit that traps characters without a FlotShoe until their second post after stepping on the panel.
SwmpPanl: A panel with dark poison. Characters without a FlotShoe standing on this panel lose 30 hp per post while on the panel.
HolePanl: A dark hole appears on the panel. Characters can stand on the panel without negative effect. Characters without a FlotShoe that use DarkChips on these panels are given a 1.5x multiplier.
Shoes: Certain characters have the ability to ignore effects from panels. These abilities are the Shoes: AirShoe and FlotShoe. AirShoe allows you to ignore empty spaces, while FlotShoe allows you to ignore Panel effects in general.
